No...the CEL is setup for folks who want to try and commercially
exploit Quake (make money using the registered version of Quake).
Registered versions based servers, location based entertainment,
etc. Not for those who want to make add-ons or utils.

The policy on that sort of stuff is:

1. Levels that use our data can be freely distributed...nobody and
charge for them.

2. Unique levels that do not use any of our data are original works
owned by the developer and may be distributed as he/she sees fit.

3. Utilities that use our data can be freely distributed...nobody
and charge for them.

4. Utilities that do not use any of our data are original works owned
by the developer and may be distributed as he/she sees fit.

I have a cool "Made for Quake" logo program that is setup to address
retailer publishers who will put Quake Utilities/level packs* out. It
is not designed to work with small time developer/publishers. I will
address this problem soon. Check out the registered version of Quake
for more details on this program.

*: Only items 2&4 above can get into the "Made for Quake" logo program.
Items 1&3 above cannot participate in the "Made for Quake" logo program
since nobody can charge for them.
